fast reliable host

Hi all!!

I was wondering if I could get some feedback on webhosts.

My current site www.thelegioncoh.net (a City of Heroes SG site) is plagued with slow connections, timeouts and just an overall unreliability.  I would like site that would:

-support SMF obviously
-support phpBB (for my archive forum)
-have e-mail accounts
-have a db manager
-and a good control panel/center
-cost effective as I foot the bill myself
