How can I add a download via URL?

E.G Say when I click Upload file, I can choose to either browse and upload the file or I can paste a URL into a box underneath and once done, the user clicks DOWNLOAD and it takes them to that URL.

I'd like this because I have a lot of files on my webspace which I don't want to move or add to the database or anything, so it would be a lot easier to do it this way.

You currently can't do this. I'm not even sure what Blocs plans are for the download manager. But I would put this post in the proper place if you want it to get noticed. (suggestions)

Well I wasn't suggesting to add this to the portal, just how it would be done.
