I'm relatively new to TinyPortals.  See my current forums at http://forums.poz.com.  I'm only using the left side blocks at this time (they are great, so THANKS TinyPortal People!).  I'd like to add a "Welcome to these forums.." message (a couple of paragraphs) above the "Main Forums" area, and have it be collapsible, just like the Main Forums area (so that frequest visitors wouldn't have to look at the welcome message, since they would have previously chosen to collapse that area).

Since I'm not using "Center blocks," I'm not sure how to do this.  Any help would be much appreciated.

You can use center blocks. Only you just set them to display on the action corresponding to your choice. In your case, action=forum. Using a  center block doesn't restrict you from not using them any where else.

Thanks.  So if I use a single center block, and set it to "show for this action = forum", then it will show above the the list of forums, even if folks only use "http://forums.poz.com" as their entry URL (as opposed to ..poz.com/index.php?action=forum)?

It will only show on your front page if you have the forum set to display on the front page. If you have articles or posts to show as news on the frontpage, your frontpage won't be the forum so the dynamic block should work.
