Tools::Submit an article (Help)

Hi there

Sorry but I read aroound the forum and portal trying to learn how place a link like "Tools::Submit an article" (Tinyportal) and I cannot found an explanation.
I can do it whit my TP/SMF site or just I can submit articles from my amdin cpanel?

There's a block you can add called "admin tools." If you add one of those to one of your sidebars, those who have permission to add an article will see that option. Also included is uploading and downloading of files and direct links to the blocks and articles admin areas, but only if the member who's looking at the page has permission to use them.
