TP package bug

I think there are a bug in download section here on TP.net. Yesterday I download from dwl section from tp.net a TP1.0 RC2 and tryied
install it. Package has been installed but no changes was made. I decided to download TP from smf.org and installation was succesfull.
I think there is a issue with package here.

EDIT: I checked it now and compare two packages, and it seems to be same. Why I get this error?
Package from here has extracted only files (without making modyfication using tp_upgrade.php).

That is definitely weird. I have seen this problem on occasion but I have not been able to figure it out. Files are not getting replaced properly, but I haven't been able to see why.
