reinstall SMF and TP?

My site is currently running SMF 1.1.2 and TP 0.9.7 (needs an upgrade!). I have a new CPU and I want to install locally to work on my site. My question is should I install SMF 1.1.2 / TP 0.9.7 locally then upgrade to be consistent with my live site, or just do a clean install of SMF 1.1.4 / TP 0.9.8 (both locally and live site).

Could I get a brief step-by-step of what you recommend I should do? I haven't messed around with this stuff in a while. I have custom tables in my database so I will need those transferred as well. I've also made significant changes to the TP theme.

If you need your database tables for other things than SMF then I would suggest just doing an upgrade. Upgrade SMF, then install TP again.
