Ok I have Chmod'd all the folders and files but it still says Premission errors, So I decided to Chmod EVERY folder and file in my forum directory. But it still says I have and a Premission Error

you haven't told us any details about server config, versions of software installed, what chmod permissions you set.
We don't have mind readers, however, your host may only allow you to set a chmod of 755, so try that as TP can install with those permissions.

And in my Hosters Web FTP thing, It has the option to Chmod it to 777. I did that, I even downloaded FIleZilla and did it in there as well.

Did you try what I suggested? try a chmod of 755 rather than 777.
Some hosts do not allow 777, my host doesn't anymore, they used to but changed their policy.

that Modifications Instruction doc is crap, doesn't even tell you what file to go into, just starts with Find blah and add under blah.

Maybe you don't read too good, if you look to the top right of each section, underlined, you see which files to edit, :IE
No nothing up the top, only things in top I see is the Nav, the thing telling you where you are then the title of the doc, after that it goes straight to telling you the things to change.
And it didn't work on 755 either, I must say Ive trued installing TP on so many hosts, most use VistaPanel. But im gonna try one on cPanel.
If you pay close attention you'll see that the file name is referenced right in the center of the page for each of the edits that need to take place.

Im gonna try a host with cPanel other than VistaPanel, it seems for work better and has better features.
Cant understand how you can miss it.

EDIT: But can the themes for 1.0.5 be used in 0.98 or whatever it is, cause if i get the older one to work, im happy.
Well considering that 40,000+ have joined this site, and the vast majority have no problems installing through the package manager, I can tell you that it is your server that is the problem. I don't care what you're host says. I'm a server admin at my work so I know how this works. If TP doesn't install its because of permissions. Permissions doesn't always mean the writing permissions of files. It can also mean that you're host has other restrictions set as well. Like PHP safe_mode or open_base_dir restrictions. There are a TON of restrictions that can be put on clients for hosting. How about I set you up a test install on my server and show you just how easy it is with a server that is configured right?

mackay12, there are any number of issues that can cause an install to not go well... the two main ones are host/server issues and conflicts with other Mods that may already be installed.
It's not really a question of whether or not TinyPortal is well made, (it is well made) the real question is what caused the conflict. If it is a server issue the hosting company can sometimes solve that by giving the site owner (you) actual 'ownership' of the files so that you can change the permissions, or they can make the changes for you, or if that can't be resolved you may need to do some file edits. If it's a conflict with another Mod then some file edits may be called for there as well.
And just to add to what IchBinâ,,¢ has said... sometimes the people who are running servers simply do not understand the issue at hand, lots of folks may know lots of stuff, but none of us know everything. One thing is for sure, if IchBinâ,,¢ says that the host is mistaken I am willing to take that as truth.
In any case, doing the file edits, or a full manual install is not that much of a big deal, you should be able to easily do it if you follow the guides carefully.
Try the manual install, it's not hard to do and will teach you a lot about how your forum works. ;)
hmm strange that over like 15 different hosts and none of them worked.
I think SMF should make TP a feature of SMF, or at least work with it so when installing it makes it easier.
It is easy when you do it the correct way.
And what are these 15 diffrent hosts? Would be rather fun to see what hosts
