Problems with installation/activation of TP 0.983

Started my board (SMF 1.1.2) with a clean brand new install in late February.  Been working fine, and ever since I've been attempting to get TP up and running.  I had some problems with file permissions, and my problems mirrored those of the original author of this thread:

I am at a point now where TP shows under the package manager as installed, yet I cannot uninstall it or get the TP links to show up under my admin panel.  I have manually changed all file permissions to 777 on all files except for some .gifs, and cannot for the life of me figure out why it will not work.  I tried to do this manually, and have tried to uninstall the package yet again without success.

G6, I guess I've erred with the manual attempt.  Would you at your convenience be willing to take a look 'under the hood' ?  I have only one mod installed (ignore mod), though it was not installed when I was attempting the TP installation.  I'm pretty much at a loss at how to proceed.
