I cant get the downloads manager to work what so ever i have increased my up load limit to 50mb to play it safe and i still cant get a 15mb file to upload

yes i have mods installed  no no other themes using default what page im on is the downloads page trying to upload a file .
Let me ask this is it possible to ftp it and if so i cant find which folder to put the file in ?

Doesn't explain why it's working for most people and not for some.

I have had some situations with hosts where

....index.php?value1=this;value2=that

is not accepted, but...

....index.php?value1=this&value2=that

is fine.

Just guessing though at the moment.

Most likely, your apache has a timeout limit as well. If you're host is willing to change these settings, you really need to work with them and see what is causing the limit. They can review the apache logs to see what is timing out. Don't know about your errors.

my host is telling me i need to rename php.ini to php5.ini if this is so do i need to change any  TP og smf setting or files

That would depend on the server and how they have configured PHP. If it doesn't work, can't you revert back?
