[bugtracker] Show block on custom action page (w/ multiple variables)

Perhaps this is more of a feature request for beta 6 than a bug report for
beta 5.

The issue is that, when selecting where to show a block, the custom action
"tpmod" is valid but custom actions with multiple variables, like "tpmod;dl"
are not valid.  That means that if you set the custom action for "tpmod",
the block will show in fine in /index.php?action=tpmod;dl but it will also
show on the following page --> /index.php?action=tpmod;shout=show50

This is because both pages use the same custom action (tpmod).

I wouldn't consider this a bug since there are only 2 modules available for
TinyPortal at this time.  However, as time goes along, it might become
important for a user to be able to show a block on a particular custom
action page that has multiple variables.  As I said, probably more of a
festure request for beta 6.

I have not tested this in beta 5-1 yet but I will do so this evening.  I
suspect that it will work the same as beta 5.
