I was wondering if you guys would be kind enough to help me create a block to get recent topics to display in this style/manner. This screenshot is basically a mod I nabbed at the SMF mod center which is an ajax recent topics mod that runs on JS. I tried implementing this using a php block but that doesn't seem to work so since I don't want it to work on JS I was wondering if you guys would help me get it to just display in this style as show in the image below.

The one that lurkalot mentioned is the one we had on the FrontPage here at one time.  I just setup an article with that block in the bottom panel here --> http://www.tinyportal.net/index.php?page=recent

The only thing missing is the name of the topic starter.
