['toppanel'] and ['bottompanel']

I was trying out TP 1.0.5 b1 and I was fixing some alignment issues and noticed that the ['toppanel'] and ['bottompanel'] have different widths in respect of the <table> that contains the rest of the panels, it is just a mere couple of pixels.  They are in <div>'s and the rest in the <table> is there a way to align them?

Sure can!
The first one is a straight line from the top of the default to the ['bottompanel'] that is in a <div> and I pointed out the differences between the blocks, also the ['toppanel'] is twice just because I wanted to see the space... ^-^

The second is a bottom block that needs a
 or a padding-top so it has space like the others.
