Can't connect to MySQL server

I am trying to do a manual install of TP on my new smf site (for some reason the install through the admin  panel just won't take on this host) and  I'm getting the following:

There are literally HUNDREDS of these all down the page, with different numbers at the end such as "line 25", "line 37" and so on.  Then at the bottom it says simply

TinyPortalÃ,´s table structure is now installed/updated.
Please restart your forum to see the changes.

What IS this crap? I can't seem to get this installed to save my life

If mean's you have to hit Please restart your forum to see TP in the Admin Panel and the forum.  Go up and hit that link.

I did that and it takes me immediately back to the same page (tp_install.php) with all the errors.  If I just go to my page instead of the tp_install.php, the portal isn't there and there's no panel for it in the admin section.

To further confuse things, in the admin panel under "Packages" it SHOWS Tiny Portal is installed...I just have no panel for it to configure it in the admin and it's not coming up on the site
