Offering a Spanish UTF-8 Translation

Hey, today i needed a Spanish UTF-8 translation for 0.9.8 but i just found an unstranslated version and non-UTF-8.

So i just translated it and i have it right here. Who do i have to report/give this so it can be put in the downloads section, so anyone who needs it can get it?
