Responsive Panel behaviour

Is there a definition or a way to define, how the panels will behave when the screen width changes?

E.g. Which panel will be shown on top/bottom when using a narrow screen!

This is fixed and there are no settings for that:

On a screen narrower than 900px the side panels are pushed down.. and shown between the main content area and the bottom panel (highlighted in red).


Screen width: 450 - 900 px: side by side
Screen width: < 450: first left then right (below each other)

Position of Top, Upper, Lower and Bottom panel remains unchanged
