Related Error messages: Users cannot shout
I'm Italian and I've TPShout on my website but I've a problem: users cannot write in the shoutbox; only admins can.
I tried to modify shoutbox settings but I failed...help me please!

I don't understand...I have to replace TPShout.php with the TPShout.php of the last version of TP?

Yes, replace the TPShout.php file with the one from the package. I think your file did not get updated in your last upgrade or install.
Current file is located in tp-files/tp-modules/TPShout/Sources/TPShout.php. Replace that file with the file from the .zip package.
I have one similar problem, except with me is only one user who can't post. He is a normal user, no special group assigned.
When he try to shout in the shoutbox he get's this error message:
"Unable to verify referring url. Please go back and try again"
That usually happens when someone is browsing your site on http://yourdomain.com instead of http://www.yourdomain.com. When they try to shout the URL is not proper and SMF throws the referring URL error you posted.

Would be a good idea to put an apache rule in to forward people from yourdomain.com to www.yourdomain.com :)
