This installation is new, in replacement of a 4 years old one where the server Apache does not more handle cookies ans sessions. It lasts for 27 days so...
The new installation started one week ago and is now functionnal and active - but the blocks of TP, still buggy.
I have looked at the last pages of error messages.
One is fixed, the "undefined index characer_set" : it seems to be a mispelling in TP modules, and I have fixed it.

have upped and corrected some of the forums already
what i am trying to tell you also is that the RC2 packages available for download here on tiny.net still contain the errors in the smf 1 part - i d'loaded and checked/compared last night when i had posted here. and that the original error d'load was from the smf/mod site.
incidentally i tried repacking, by replacing the files in the install package/re-zipping then uploading to the forum, but it was rejected as 'altered' -- so i manually replaced via FTP
Manually fixed.
Looks OK now, for those two errors.

Proteus is not available for download as it's one of Bloc's themes.
An another terrible source of "characer_set" errors was TPortalAdmin.template.php in Themes/default.
Manually fixed, now.
Also in TPsubs.template.php
and in TPmodules.template.php again "characer_set" errors.
The next challenge is to find the origin of the "subtabs" errors.
The main problem of the useless admin screens for TP was the lack of a TPortalAdmin.french-utf8.php file.
For emergency, just renamed ant pasted the english version.
Will translate later.

First in the plural, next in the singular.

Bingo ! The recurrent errors are now leftbar and rightbar.
And no lines 311 nor 313 exist in the small file Themes/default/Errors.template.php
Something goes wrong in the error reporting in SMF 1.1.14...

Once you have done that, the error you get in your logs should be more precise and accurate. Please post back with the new errors so we can see what file and line number is changed.

The line number has not changed, but the file referenced to, has.
So it is the "$txt['by']," that causes the problem.
Beyond my competence, alone, however.
$txt[525] instead, in the localisation files, index.english.php and index.french-utf8.php
Yep, replacing both instances of $txt['by'] with $txt[525] will work.
The leftbar/rightbar errors are because the theme has old code from a previous TP install that is no longer needed. You should be able to install that theme fresh, and then just add the forum button manually if you need to.
