guys kindly help me out please.
my forum was up and running for 2+ years and already and just the other day my forum crashed.
im having a hard time resolving the issue:

If (from your url) I take it your site is www.income-tacts.com, then it looks to be just fine, I went there and looked around without any problem.

how do i uninstall Tinyportal since i dont have access to my admin page?
Can you access your admin panel by going their directly?
index.php?action=admin
How about if you go there disabling blocks?
index.php?action=admin;noblocks
I see your site just fine too. So there has to be something showing for you that is not showing for us. Can you login under a test account?

is there a manual way for me to remove the TPoral from myphpadmin?
Well, it's not the database you have to worry about. It's the code in the files that is calling TP stuff that is either having a problem or doesn't exist.
The best thing you can do if you want to remove it is to follow the manual instructions from the Docs site here for your version. Remove all the modified code from your SMF files and you should be good.

Your site is using SMF 1.1.8 and TinyPortal 0.9.8, both a little dated.
Do you have any idea what you might have done to cause the problems that, all of a sudden, started happening (added a new block, made any other changes)?
Can you even login to your Forum with your Admin username and password? If so, the full links that Ichbin mentioned above should get you to your Admin section, with and without blocks showing ...

Site working fine for me too.
I would be more worried about running SMF 1.1.8 than removing TP 0.9.8 to be honest. You need to upgrade to SMF 1.1.11

i did a fresh install on a differenet page .../forum and then edited settings.php to point to the old datababase but i recevied the same error, would be the same thing if i manually editted the templates?

thanks for the screen shot, i was also able to be index.php when i cleared my cookies but after logging in or viewing different links i redirected my to the previous error. Nopes im unable to view the links to the admin pages...
the forums was running on it own for 2years++ without me touching/editing anything...
Looks like you have more problems. I'm getting "service unavailable" when visiting your forum.
