I need last topics marquee
I need to include it manually in my index.template.php

What do you mean by marquee? Scrolling or what? What version of SMF are you using? How about the version of TinyPortal you are using? Did you try a scrolling recent topics block? You need to give people a better description - we are not mind readers here.
Yeah, a block code snippet for TP 1.0 beta 5 could certainly be written using MooTools to take advantage of horizontal scrolling, similar to the method used in TP 1.0 beta 4 for the shoutbox. Vivid, since you aren't even using TinyPortal, and want something like this for your SMF 2.0 RC3 Forum, you would be better off asking about such a function over at SMF at this point.
