Title: [bugtracker] Downloads link not visible to a specific group (Site Map Permissions issue)

This issues appears to be caused by a conflict of Permissions between the
Downloads link and the Sitemap:

Hm, after revisiting this I cannot really the problem. If you want the downloads link to show in sitemap, all you have to do is make the sitemap visible to all groups that should see the downloads.

If its rather upload file linke you mean, thats located in userblock, and determined by the upload permission - it will not show/work if you don't have permission.
