Title: How to make a menu tab

My cousin stalled a SMF 1.1.9 forum for me, but I'm not sure how to add or create a menu tab at the top of the forum.  I need to create one for a Terms of Conduct so people can review them from time to time.

Any ideas?

Want to add a slight notice.
If you only have SMF forum installed, then you have to seek support over at SMF forums.
We support our mod for SMF called TinyPortal.
Forum functions are SMF support department.
