Title: [bugtracker] auto approval permission doesn't work

When you have set a member group set to have permission for articles to be automatically approved it does not work. After submitting an article it gives the message that the Administrator will need to approve the article.

- Auto-approval permission wasn't checked properly. Fixed for v1.0 beta5.
