Title: [bugtracker] No Scrolling in Shoutbox using IE

Any scrolling options for the shoutbox in beta 3,(1.075), will not work in IE. Module will only work with scrolling off.
No errors in admin panel refering to shoutbox.

My site was updated from the last TP install,(1.06), not a fresh install.
We tried unistalling and reinstalling the block, all blocks around it, running on default theme, all to no avail.
Works fine in Firefox.
Note IE bug report in above thread and code attached.

- extraneous comma in javascript call to Mootools caused IE to stop functioning.
- added back in the old scrolling code, for optiionable 2 scroll systems.

Both fixed/added for TP v1.0 beta4
