I'm having the same problem. I even went so far as to manually re-install TP, still non-funtional, I have the block dis-abled right now, waiting for a solution.

My shoutbox has been enabled, but it only shows the name shoutbox and nothing more. When I edit it in the admin section I get a parse error. I did an upgrade of the site by way of fantastico to bring the forum and its database to 1.1.7 of SMF. All mods were un-installed of course and since I was having so much trouble with beta 3, I thought, 'well, this is a good time to downgrade back to beta 1.'
It did not worked! I had to have Fantastico backup restored to get the forum back. It hasn't been right since. Beta 3, will not un-install completely and with errors although there were no errors on installation.
Unfortunately, it seems there usually are errors when using fantastico to do anything. Better off doing it yourself. The best way to go about uninstalling TP, is the backwards order of your install. Which is usually,or should be, your largest packages first, followed by your smaller packages,reverse for uninstall. You will probably still get errors, which is why you need to install the upgrade package of the SMF version you are using. Save your settings file and your themes. Then you will have new files to write to when reinstalling your packages, All your data will still be there because it's still in your database.
You cant downgrade with out an older backup of the entire database.....
My mistake for a misleading comment. I was refering to installing the same version again.
But you're right, and that's why Marian's site will have so many errors.

As G6 said, going trying to go back to beta 1 with the same database is causing the problems you are having. The Shoutbox not showing is the least of your worries and really has nothing to do with Bluto's Shoutbox not showing in IE.
