Title: [bugtracker] Panels show when turned off

Happens in TP 1.0 beta2

In a situation where viewing a category you do not want panels showing, it shows the empty space of the panels UNLESS you turn off the panels completely.

In a situation where you want front page panels only, it will not stop showing the "empty panels" space when viewing a category.

Hope I explained that well. lol

Fixed for beta3:

- article categories did not reset panel settings when set to off, meaning always following blocks instead. Fixed.
