I just want to know how to put smileys and BBC in Shoutbox?

Like the Shoutbox here in the left panel.

You install TP V1.0.5 and then the shoutbox module thats included in that version of TP

...huhuhu...How about in TinyPortal 0.9.8? I'm using TinyPortal 0.9.8.

Not available for your version of TP, it's a TP V1.0.5 feature
