I'm having an issue with an RSS block on my site from my Blog.

Versions : SMF 1.1.4 and TP 0.9.8
1. the site is in Hebrew so if you can't read it it's ok :)
2. i'm not useing SMF and TP in UTF8

So question is how can I display something like this on TP and should i move to UTF8 and how are is that to do?

The RSS feed and your page must be the same character set. So if the RSS feed is UTF8, so must your TP/SMF setup. Or you will get the strange characters as you have shown.

Do I need to translate the whole system?
You just need to have the UTF8 language packages added to your /themes/Language/ folder and then browse to your
Admin/Configuration/Server Settings and set your forum to use the language utf8 and it will have utf8 encoding

No, you should not have to do anything with the DB.
Are you sure you have the correct language files for both SMF and TP ( the utf8 files ? )
If you have Hebrew utf8 from SMF you need to have Hebrew files from TP to, and im not sure we have that :-\
There are no Hebrew UFT8 files for TP.
I just took the ones I translated and changed the encoding to UTF8 and saved them with correct UTF8 Names

nope, still have Gibrish in half the site.
