After finding no solution to my previous issue I went ahead and wiped the board and started with a fresh SMF 1.1.5, and installed TP via the admin panel with no errors but now the problem is that the site is trying to get me to download any PHP pages I access, including just index.php.
Any ideas on how to fix this?
It seems like a "server going crazy" issue with me, have you tried discussing your host?
I don't see what the host has to do with it. I had no such issues before the TP install, SMF worked just fine (I went through some options to test it out and what not to make sure it was working) then after I installed TP it started prompting me to download.
SMF reports that the TP install went fine. I'll have to try to do it manually tomorrow, I'm too tired to mess with it any more tonight.

Recently, Firefox would occasionally prompt me ('download' or 'open as') when I viewed a .php page on several SMF/TP sites...
It has ceased with a recent update of FF (2.0.0.14). Just a passing suggestion.
I have tried it with FF and IE. IE it just loads a blank page. My FF is 2.0.0.14.

Also check so you have TP added correctly to your SMF files.

What's the point of the packages/temp file if you're uploading files into your SMF install dir?
I went through the instructions you gave and it's still trying to make me download my pages.
What i linked to was several steps you need to check.
The reason you get a question about download your index.php can be atleast 3 things.
1. the code tp needs to have in the SMF files were now added correctly or are even missing. = check so they are added in the files as they should.
2. Safemode on your server
3. Database are in need of an upgrade
The first is something you check your self, the other two you will have to contact your host about.
These steps in the instructions make no sense to me as to why you need to do them, it doesn't tell you anything else to do with the folder:
Quote3. Create 'temp' folder: ./Packages/temp/
4. Change (chmod) the permissions for ./Packages/temp/ to 777 (you can use filezilla for this)
So I am thinking that I missed something with that.
The server shouldn't be safemoded. Everything else is working fine and I can modify whatever I want however I want, including databases.
Three is a possibility. What SQL version do you suggest?
I have gone through the mod file and manually put all of the information in as instructed in it myself, and have gotten the same result (prompting for download). I didn't even think of it to be an issue with the SQL databases.
Have you even checked the SMF files i asked you to ?
Start there, the sql usually tells you during the install that it needs upgrading.
I have checked all of the SMF files that TP modfies in the .mod files. Multiple times.
I don't know what other files you want me to look at.
try and prompt the file manual_tp_install.php from your browser ( make sure the file are located in your forum root folder)
Anything not connected to the forums will load fine. The install file doesn't give me any errors.
I have found out that the server has PHP 4.3.10 and I'm not sure on the SQL version, but it's higher than 4.0 because something I'm trying to install now is telling me that I need a lower version of it.
I'm trying to get this up and running for a friend of mine, I'm having him email the host to see if he has any plans to update the PHP and to find out what version the mySQL is.

And then follow the guides about that file on SMF.
Your issue have nothing to do with TP so from here on you will have to seek help from SMF as the package manager, and the forum functions and also the tools documentation is their department.
If SMF runs perfect until I install TP I would assume it was a TP issue, even if it is just compatibility with the server's PHP and SQL.
