Is it there already but I haven't seen it or will it be in the next beta to be able to:
1) Set permissions for who may add or ammend articles
2) Lock and unlock articles
3) Hide, move or remove the date, time and who for either individual or all articles.

Yes, these are planned or already in...
1.) This is already in v0.6.1, soon to be released.The permission is group-based, and will have a "pre-approved" setting, in order for some groups to write articles right in. (Not finished with that last part yet).
2.) Lock/unlock...you mean turn off/on? That is there already.
3.) Hide the author data.. I will see if that can be in.

2) The idea was an alternate permissions option at the level of each article, so that it is possible to have some articles that can be edited by differerent groups.

Editing by different groups is something I am working on - basically those who are "pre-approved" can also edit some. Whether that is category - based or article-baesd I am not sure yet.if the latter, it would mean some logic be done so that articles don't ahve to be set with permission UNLESS there is special cicumstance - as allowing a group edit-right to it. Still have some thinking to do on this one.
I am trying not to make it too complex either..it should be easy to grasp. ;)

Yes, I do agree with giving moderation permission for articles to certain groups instead of giving full admin to the article moderator.
