Hello All, i'm not exactly sure where to put this. So, I suppose here is as good as any.. because it does have to do with support.

I created a theme based off the core .. after tiny portal .0.9.8 was installed.

I changed the colors, and such to the way that I wanted it. And saved it.

However, all i can view is the regular default..

can anyone help me figure out as to why it's not showing the colors?

You need to make sure that your files that are changes are actually there. And then, do a hard refresh ctrl+F5. If that doesn't work, clear your browser cache and try again.
