Title: Center Block Below the Main Area

I know I know I know it was once covered..  I am reposting because I didn't get a reply. 

I ALWAYS want the center blocks below the main area.  Any clues how I can recode it to make it do that, or would someone from the team help me with it.  I would really apprecaite it.

If you didnt get a reply in your first thread you still need to keep your questions there for the same issue.
Dopubble posting for the same issue will not give you the answers any faster.
