The following images explain my question....

I click the buttons in the images to make my theme look a certain way (no blocs on the forum page, front page article stretches to the right)
My question is how to make these changes default, so guests see it that way, and permanent, so people don't have the option to change it....

That doesn't really explain anything. Please read our posting guide in this board and make the appropriate changes to your opening post.
Also, the changes you seem to be asking are theme related, which means you should seek advice from the author of the theme.

I'm still not entirely sure exactly what it is you are asking. Are you asking to shrink the panels by default, or reduce the size of the news panel by default? Fill the gap that seems to be where the right panels are hidden?
What happens with the default theme?

What I'm asking is, how to have the news panel stretch to the limits of the theme by default....
The second thing is how to have it so there are no blocks on the forums by default, only on the home page.

Ok, on the default theme, the buttons do the same thing, but I still don't know how to make them default....
one more thing....
under TP setting I just found that selecting "hide left panel while in forums" fixes the forum problem....
but turning the "right panel" off all together doesn't solve the front page problem....

I solved it!
under setting/front page, I had to uncheck right side blocks.....stupid me!

Ok.. In the Admin > TP/Settings are various options for the panels, where to display them.. Home Page only for example. I would explore there first. That may resolve the news block issue you are having. If it's a problem only with that theme where the block is not stretching full width, then it may be a problem with the theme.. I have seen something similar with another theme.
You need to explore the TP Admin panel, theres a lot of options regarding the setup which you feel would suit your site. Theres also the Docs here and theres a lot of topics which cover 98% of TinyPortal.
