I install TP 0.983 on a fresh unmodified install of SMF 1.1.4 and I get no errors...everything goes smooth...says its installed....but no TP control box in the admin area...and no boxes on the front page.

Checked the packages and it says its installed.....i look at my file structure and no files in the sources dir have been modified.

I assumed it was a chmod issue and all my dir's are chmod'd properly according to smf.

its obviously not installing, but why isnt it erroring out during install?

I checked all my server paths to make sure it wasnt installing it somewhere else....everything is normal.

Clearly not.

Did you take a look in the posting guide, stickies and FAQs?
Your problem is likely covered in one of them, it's quite common.

I have the same problem. I read somewhere that it has to do with the default language being English Utf8 when it should be English but I don't have just English. All the languages have that Utf8 after them

What do you want to say with the links ?
