how can i disable center block when in article cat?
also in this section action=tpmod;sa=submitarticle

You can't unless you use some custom PHP code in the block to control that.

There sure is. I've posted PHP code snippets for custom block displays 20 or 30 times I think. A quick search and you'd probably find the info you need. If you don't find what you need just post back and I'll see what I can do to help.
