O'kay let the flames begin just know that I have searched high and low but no solution despite the fact that this seems like a fairly common problem. Maybe my ignorance is so profound that I cannot find the answer.
I have a fresh install of SMF 1.14 including new DB and the whole thing.
Everytime I try to install TP I get this (Which I have seen on this forum before):
* Upshrink table exists
* Settings table exists
o Updated version to 098
* Blocks table exists
o Changed pos in blocks table
o Changed pos in blocks table
* Variables table exists
o Changed value5 in variables table
* Articles table exists
o Updated body in articles table
* DL manager table exists
* Shoutbox table exists
* UTF-8 setting is found.
table could not be updated
I am assuming that the last entry is where the problem is.
Things I have tried:
1. Chmod whole "forums" directory 777. My SMF install directory.
2. Changed SMF "settings.php" to just use "English" instead of "English-UTF-8".
3. Looked through DB and tried to find some entry regarding the table that needed modification but could not find what I needed to change.
Some additional information. When I installed SMF I had to go to SMF "settings.php" and comment out the line referring to "DB UTF-8 blah-blah" in order not to get a "NAMES" error when I went to SMF directory.
Any ideas? Checked SMF forums also.

Try, admin/Forum Maintenance, click Convert the database and data to UTF-8
Make sure to take Backups before doing anything.

ITS INSTALLED AND WORKING!
Being a brand new install with nothing to worry about saving I decided to experiment.
This is what worked for me.
1. Tried the "Forum Maintenance" approach which is actually under "Configuration">"Server Settings" for changing the language. No luck. Simply made my SMF install unable to load because the access password was also inadvertently changed when I saved the page that had the language setting on it.
2. Went to phpMyAdmin and the SMF database. Searched for "UTF-8" and found the one line in a "SMF-settings" table with the "global character ....." entry (ie. UTF-8).
3. Simply deleted that entry.
4. Then went to SMF package manager and everything went great. The resulting installation page can be found below. When I've gone to SMF it shows that TP installed fine.
Hope this helps some other challenged users. And for you guru developers maybe you could modify what it does if it finds this line in the SMF database.

TinyPortal´s table structure is now installed/updated.
Your default language seem to be english-utf8. TinyPortal has a increasing number of prepared language files.
Go here to find your language.
Please restart your forum to see the changes.

Well, i know u will hate me now, but i have a the same error and couldn`t find an answer.
SMF 1.1.4/TP 0.9.8, db and forum in UTF-8, doesn`t work with english or english-utf8 language set.
And please dont point me to the search, i already searched this forum and the smf too. I already tested installation of other packages and it works.
Any idea or specific link?

Now i went the brutal way and tried the method of
drryan by deleting the UTF-8 entry in the db. The installation went great, but then the Table 'smf_tp_settings' doesn't exist and i ran the manual installation by starting manual_tp_install.php off the root of my smf and got this various lines:

Altough i deleted the entry with utf-8 i recreated after installing over package manager.
The connection to the db works fine, the settings.php is correct, the forums worked BEFORE tp, but now....nothing. I am glad i only made a few postings after the last backup, but now i am a little frustrated and angry about tp.

I wish I knew enough to help. I had the luxury of a brand new board and no big worry about losing everything so I experimented.
After I did the install I used the package manager to install everything else. I did have some problems with missing characters and such which required some work with the language package. This fix I found in the forums.
Hopefully these posts will prompt one of the real experts to address this issue as it is obviously a fairly common issue.

Thanks, drryan, but i dont think i will get help soon. The knowing people think we are lazy to search, although questions like this dont show up in FAQs or docs.
The search only got me threads where the users solved their problems by manual_install, but this dont work for me and i know the db connection is right, so i am waiting.....
And the hint of manual creating of the table..... is bullshit for i have to know the entries in order to create one. And at this point i only want to test TP and not become a coder.
Bocin there are any number of issues that can cause an install to not work correctly.
One thing to check in your situation is the SMF file edits that should have taken place, but may not have done so.
Do this; Open the the index.php file in your forum folder and compare it to the edits listed on This Page (http://www.tinyportal.net/index.php?topic=14195) to see if your file actually has those edits in place.
If not then you need to go through the manual install instructions on This Page (http://www.tinyportal.net/index.php?topic=14230)
Thanks, Ken., and you are right, my files arent changed, but...sorry... i dont want to change so much lines and my error results by the missing of the settings table of TP. BTW, why arent the index.php and all the other files in the package?
At this time i need the TP settings table, folders had been created and therefore its not a permission thing. I will reinstall smf, insert my backup to the db and try it again, but now i am exhausted.
SOLVED:
I did a new install of smf by uploading the files and installing smf again. The version didnt change, both were 1.1.4, also the db was UTF-8, but now i clicked the conversion on installation of smf (before i converted my smf 1.1.4 to UTF-8).
After installation i tried to install TP over package manager and it works, all fine, although the settings didnt change, but now smf was new and perhaps some entries changed, which dont changed before on a running smf.
Glad it worked out.
For future reference;
Doing a manual install is not hard to do and it is a very good learning tool that you can use to become more familiar with the inner working of your forum files.
As for the SMF files being in the package... we don't do 'ready made' files because that would be doing a redistribution of SMF files and we (and you) are not supposed to do that. And besides that, if you had any other mods already installed the ready made files would dump those mods.
I am glad too and want to say: i dont had to recreate my db! The new install of smf dont deleted the db, and also the admin account wasnt overwritten.
Of course, smf is only freeware, reminds me of the ideological twist between Joomla and SMF, of the further development of a brigde.
Although i dont know what caused my problems, and hope updates will go fine, TP looks very nice and reminds me of Orion (http://www.cback.de/), a pre-modded phpBB portal, but i dont know if its available in english too, i am a german and it didnt matter in the past.
Now gladly testing and theming TP :)
