If there is a setting for this I sure can not find it.

I would like to limit my download to only members that have made a post.

Maybe even get it set up so 1 post = 1 download, 5 post get you 5 download and after 10 post it's unlimited downloads.

Any idea how I could set up something like that?

TinyPortal does not use any Post based permissions. This is something you would have to modify I think. I don't know much about how the user/permissions are handled, so you'll have to wait and see if someone else does.
