Found this in the "Installation" forum --> LINK (http://www.tinyportal.net/index.php?topic=18727.0) This is the EXACT problem I am having, but unfortunately this fella didn't post what he did to repair it. His first screenshot is all I see when I go to admin panel.

What version of SMF? 1.1.3
What version of TP? 0.9.8 (intalled thru SMF upload, zip TP file)
Which themes are used? the 3 SMF default, just installed SMF 15 mins b4 TP.
Do you have other Mods installed? no
Do you use another CMS? (Joomla or Mambo?) no
If yes, which one?
Is this a test site? at this time, yes

I believe this is due to the language being set to English UTF8? Set it to English only.
