TinyPortal

I have a site not using tp. Call it site1.com for now.

I want to build site2.com using tiny portal, and when it is done, I should be able to "flip a switch" and it should take the place of site1.com

What is the best way to do this? If I develop site2.com and then move it to site1.com, the domain name ( and anything referencing it ) will be wrong

Any ideas from the pros?

You will need to elaborate on this. What is your plan?
