The Tiny Portal Block is empty after install even after the installation script tells me the installation was successful. I seem to be using utf english language and the default theme. I've searched through these forums, don't see a ready-made fix to the problem.

You haven't search very hard. There are at least 2 topic on this very page of the installation boards that deal with this very topic. Since the answer is already posted, I'll lock this topic.
