What are your home computer specs?  How about your internet connection?  I've played with the VMWare Player (http://www.vmware.com/products/player/) quite a bit and have really been pleased with it.  For just starting out, I'd suggest the Player and Grandma's LAMP (http://www.vmware.com/vmtn/appliances/directory/581).  They're both free, and if you have a decent broadband connection you can do some hosting from home.  Best of all, everything will be under your control.

No you dont need a whole server to build a website unless your website has a huge amount of active users.

You just need to get a normal shared hosting account which will allow you to have a DB.

I dont know of any but you will have to search around SMF to locate any free hosts being advertized in their hosting section.
