Print Page - Front page Blocks layout

Title: Front page Blocks layout - How does it apply ?

I tried t set up the frontpageblocks using selection C for the layout but all blocks I made and being active get displayed one below each other though the layout chosen
should display 3 areas (guess one area for each block and then circled or whatever to get more blocks in.

Cans someone tell me how that layout is supposed to work.

Doesn't seem the way it looks like.

Frontpage blocks do not follow the layout there, only the options "forum only" and "articles only" and "both articles and forum".
