collapsed windows on start-up?

Hello to all and thnx for TP
question if I could please?

I like to use the collapsing windows on my site(s).

However the default on startup, prior to logon, has all windows non-collapsed (opened)
I would like just the opposite, all closed except for the login (register) screen

Reason why? (for those who may ask)

I use this site as an example, I personally find it easier, if I close all the options in the left panel
doing this, gives me a quick reference as to what I am actually looking for.  With them all open,
I almost get lost trying to find things.

Others may like them all open.  Not that one way is better than an other
However, for my sites, I like to start my quests out with them closed

I thought this would be an easy fix, but I have gone through code after code, scoured the
forum for more info and can't quite figure it out.

So i guess my question(s) are:

what and where are the collapsed values actually stored?
which module(s) handle each window, or does one module take care of it?

I found the toggle routine, I found some collapsing routines, but I am still
at a loss as to how they work together.

NOTE: a future feature maybe when selecting allow collapsed or not,
would be to also set a default startup value (closed) or (open) on start.
