Popup and select board smileys from Shoutbox

Include a click on button to popup the board smileys.  Then users can just click on a smiley to insert in shouts.

I know it sounds dumb, but I've had users ask.  I guess I made a mistake telling them they could access the board smileys by using the codes.

I did change the alt names of the smileys to the codes so they could learn an use the codes easier.

This could probably be done very easily with a code snippet, if you just used popup in all the board smileys edit utilty.  Then a clickon could just access the same popup for either forums or shoutbox.
