Title: 2 Different Themes, Is It Possible To Have 2 Different TP Configs?

I installed a second theme that I am testing for myself, it's not available for the guests and members as I test. There are elements in the existing theme that I do not want in my test theme. is it possible to have blocks in one theme but not in the other?

In short no.

You can enable blocks based on permissions so that might be one way around it.
