Random Quotes apostrophe error?

Hello there!

Hoping someone might be able to give me an idea of what I am doing wrong here.  I have tried all three of the block codes available for random quotes, and all three of them are doing the same thing.  No problem getting the quotes to work, but if you have an apostrophe in one of the quotes like "you've had a wonderful day" where the apostrophe belongs it is a little diamond with a question mark in it instead of the ' mark. 

Any ideas on what might be causing it?  The quotes reside in txt files...

Try putting this in place of the apostrophe (its a ASCII code) which should render as '
