My site seems to be doing well, however on smaller resolutions such as 1024x768 (mainly non widescreen resolutions), the window does not scale.  I mean to say that when viewed at a lower resolution, the website does not scale to the resolution, but stays the same and requires the user to scroll all over the site to read what is on it.  I assume that it may have somethign to do with my images, perhaps the background or banner, but I can not figure this out.  I did a search and there were vague hints at this, but nothing definitive.  Perhaps i am not typing the correct thing in the search box.  Anyhow, if anyone knows what to do to fix this or prevent this, i would greatly appreciate your time!  Thank you in advance!

Your logo have a width of 1116pix your site cannot scale down to smaller width then that, eather you have to remake the logo and slice it somehow so the left and right images can  repete them selfs to the width set by the user, as it is now, you lock the minimum width on a browser to 1116pix

So in theory all i need to do is reduce the size of the image?  What should it be reduced to to allow for browsers in, lets say, 1024x768, to see the page completely?  Would i need to drop it down to 768?  egads...

You have two choices.
1.   Pick the size of your site that you want. This means that if you pick a width of 1024, that each user that has a different resolution will see your site differently. If a user is using 800x640 (heaven forbid), that they will have to scroll right to left on your site. If another user has their resolution set to 1280 x 1024, they will have a empty gap on the sides of your site. This is the problem with a fixed width banner. You can actually make the banner shrink using CSS/HTML. This will however do one of two things. It will distort the image, or it will cut off the image depending on how you do it.
2.   The other option is what G6 mentioned already. Make a banner be in 2 or 3 pieces. Doing this will allow you to use a background image or something to automatically repeat to fill in the empty space. This is the ideal way IMO.  You can see this done in many of Bloc’s themes. Such as Reborn
