How about adding a block we can select in creation that shows links to article catagories and subcatagories.

A block to keep certain categories shown? What if the categories change? Then the block will show non-working links..that might no be so bad for a manual inserted block, but for a specific block its almost expected that the block check and update this itself. 

Seems like a feature that easily can be done manually imho.

The purpose is so that user's don't have to do it manually.

Yes..but many things could be automated..question is if its worth the extra code or not.
