Can i translate TP_beta3_English_Translation_Package.zip  to Portuguese's and use it for Beta4?

Using the B3-Files will shurely cause some errors in the error log. It had be some time that I translated the package to german. There are some new IDs that have been added, that you will have to add to keep this working without any errors in the log... ;)

When translating to portuguese do we have to translate the utf8 files?

No. If you translate the regular files, it is only necessary to change the encoding of the file to make them work with UTF8. If you don't know how to do that, I'm sure one of us could help you do that.
