strange � in articles and a 507 char. limit

But would you expect that  htmlentities($newvalue,ENT_QUOTES)  will limit the article size and htmlspecialchars($newvalue,ENT_QUOTES) not?
If yes, shouldn't the preferred code be htmlspecialchars($newvalue,ENT_QUOTES)?

I would not. I also wonder if it has something to do with the editor causing problems.
