Lost Block Manager w/ 0.9.8

Hi,

I seemed to have lost my block manager after adding a RSS Feed Block to the center block.  Attached screen shot.  Any ideas?  I just upgraded to 0.9.8 and I'm using SMF version 1.1.2.

Download the manual install package and extract the files, remove the manual_tp_install file from it and upload, overwrite the other files when prompt, and refresh the forum.
